Kitex Release conventions.

Kitex complies with Semantic Versioning 2.0.0 release version.

Major Version: when Kitex provides incompatible API
Minor Version: when Kitex provides new features in a backward compatible manner
Patch Version: when Kitex makes backward compatible changes includes small features or makes bug fixes
